Blowing up the photo reveals that it has 6 lugs. The ones on the top half of the wheel are easily visible and equally spaced. Continuing the equal spacing on the lower half of the rim makes it impossible for there to be 8 lugs. The other things that look like they might be lugs are probably dirt or the hubcap bulges.
