The heat will help draw the penetrant in. Allot of patience is required and you don’t want to force anything. The last thing you want to do is snap the shaft off. This can be fixed but it requires allot more work. Tapping the shaft back and forth helps break the rust bond. Once you get it moving, spray more penetrant and keep working it back and forth.
