Alright, finally got back out to the shop. I found that my stops are indeed bent. I pulled another set from a 46 parts truck but as the parts book says, the earlier ones have a different part number. The 1946 set of stops from a parts truck that I have are good (not bent). This is the only other set of stops that I have. They are still contacting the backing plate (barely, in one corner as shown by the scratch in the second photo). I guess I will file that corner off and move forward. Thank you to everyone for the feedback and links. Mine is actually 0.700" thick instead of 0.7500" thick and it's still rubbing.

The brake wheel cylinder is on top, right?
