I question if the cylinder is rusted or just the exposed shaft. If its the shaft simply remove the rust the best way possible. If you have disassembled the unit and it is rusted internally. you might have to replace it but fine emery cloth could go a long ways. I would doubt that replacement is necessary. Does it leak oil should be some guideline.
