You really shouldn't use any other bolts that the original dimension shoulder bolts.
I am not sure what is the exact issue you are having, but whatever it is, changing from original shoulder bolts is not going to help.
I am not sure what kind of bolts you started with.
I need a whole lot more information as to exactly what your problem is.
I see in your picture that you have the hood spring on. That needs to be off while adjusting the hood.
You also need to install the rubber seal to cowl in order to adjust the hood.
There is a Tech Tip for the entire hood adjustment procedure. I hear tell from a lot of folks that it is pretty easy to follow.
It's located at the top of the Paint and Body Shop Forum page. Click on Tech Tips---- Paint and Body. It's called AD Front Clip Alignment procedure.
