In looking at springs for my 58 and my daughter's jeep, different vendors sell spring with notionally the same load but different numbers of leaves.

It could easily be a case where one spring was damaged and they had a replacement made for just that one.

That doesn't really play with the claim of it being "restored", but we have seen a lot of sketchy work hidden under a "restoration" before.

I would be inclined to bite the bullet and replace them both with a matched pair of known correct ones.
