There's no hard and fast rule with some things in here. Whatever gets the best responses is sometimes the rule of thumb. Another rule is where do people FIND it, when they are looking for certain things.

So, this is a good question. There is a good discussion going on in Engines. But ... let's see. I'm gonna move this to HiPo. If there is any angst about it, just "flag me" and I'll move it back.
