Cart is easy. 2x frame with blocks and ply corners underneath to bolt locking swivel casters to. Plywood top. I would use through bolts on the casters. Some use a pallet with casters. That works too. The engine hoist concept came from u-tube but I added the ears for more lift height.
There are a variety of swivel casters that vary in diameter. I have resorted to 8” diameter solid tire casters to roll outside over thresholds and rough surface. The pneumatic casters? Go flat.
