Use a carbide bit in a drill press, low spindle speed, and plenty of lubricant. You should be able to find a solid carbide bit on Ebay. A very short one would be best, as carbide is brittle, and breaks easily. Be sure to clamp the steering arm tightly to the drill press table- - - -don't try to hold it by hand.
