Yes, that is an oil filter common to our trucks.
However, a blocked off line (you didn't say which line is blocked) makes this non-functional.
Could be the blocked line (port?) was blocked because the line between the filter and engine failed???
More pictures of the existing line, drivers side of the engine block in oil line vicinity and blocked line/port would be helpful.
