You are correct, those axle ratios I posted are for civilian models.
I just counted 41 teeth on your ring gear picture (three times).
I guess I don't know what to tell you about the ring tooth count. I have started at the tooth just right of the wire, and counted clockwise (5 times now). I consistently get 40 teeth.
