I'm not sure what you mean by the word "baselining". If that means throwing a fuel pump at your fuel flow issue and hope that it permanently solves your problem, there are some things which you can do first.
1. Test your fuel pump delivery at the fuel line at the carburetor.
2. Check for free flow of fuel coming out of the tank.
