Have you removed the broken studs yet? Welding a nut to the stub often times puts enough heat on the stud and the manifold to break the bond and you can remove them with a wrench. A torch never seems to work as well as welding that nut on the stud.
I hate drilling them out because I can't seem to hit the center with a drill, nor drill straight down.
