Since I owned and/or managed three shops in California between 1972 and 1980, I can speak with some degree of accuracy about the rules we had to live by. After the Clean Air Act of 1968 made 49-state emissions standards uniform, CARB (California Air Resources Board) went full retard and tightened up their own standards. That's when the retro-fit PCV system requirements and the roadside Gestapo checks kicked into high gear. The roadside exhaust sniffer tests didn't last long after a few state legislators got caught up in the fines involved for failing a test. Good for business- - - - -my kids lived in a nice house and ate some pretty good meals from the profits we made installing those kits.
