The steering wheel composition is something like hard rubber mixed with cement that has a bond coating then painted to color. The top color wears off. You can clean it but it may not keep your hands from getting dirty. You can repaint such as rattle can primer and black. Some go with a leather wrap.
Appearance wise, the steering wheel will have cracks. You can patch the cracks with epoxy and repaint but over time more cracks will show up. Professional restorers remove all the material down to the steel (hub, ring and spokes) and replace with long lasting UV polymer. $$$.
