Another thought
Does the caliper hit the (outer) rim itself or the wheel (inner) center section. If it’s hitting the rim offset can fix that, If it is hitting the center section the new rim would need a different shape center section that clears the caliper..
ie: a different offset won’t change where the center section rests on the hub and it’s relationship to the caliper like a spacer does, so the same rim center with a different offset won’t resolve that issue.
