Are you sure it isn't like the woman who complained about terrible fuel mileage, and after much searching, the mechanic rode with her to discover she pulled out the choke and hung her purse on it? grin (Sorry I couldn't resist.)
Have you looked at the wheel cylinders and shoes? Maybe something is hanging up there, or there's oil contamination on the linings.
