What your uncle was talking about is the War Production Board ACT (WPB) established in January of 1942. They rationed sales by auto dealers to purchasers deemed “essential drivers”. One way to tell if it is a Chevy WPB truck is to look at the VIN tag. In the month position if it’s a 9, 10, 11 and 12 it’s not a WPB. They were built in 1941. All trucks built from January 1, 1942 -1945 were governed by the WPB. The month position will tell you the year and month it was built. Ex 26= February of 1944.
