It's not only dangerous to reuse RH-5's- - - -it's illegal. Destroy them by cutting holes in the wheel parts with a torch, or do whatever it takes to disable them for any future use before scrapping them. You can reuse the flaps, but new tubes in new tires makes a lot of sense. Back when I was selling a lot of tube type tires, most new tires came with a flap included.
