I found this while searching:

Oregon license plate LEM 963. Blue background with yellow letters/numbers. Color scheme means last licensed between 1964-1973.

This website says model CC-302 is for a 1-1/2 ton truck for military:

In my state the title and VIN (vehicle identification number) tag must agree so that you can re-title/re-register an outdated and/or out-of-state vehicle. You don't want to spend $$$ on something you can't get retitled. If you have any doubts, I would call the Oregon DMV or an Oregon License Plate Agency and ask if they could look up the registration number, VIN, truck model, max gross weight info and last owners' addresses. I can do this in my state and it's helpful. If the VIN tag has been swapped out, save the special VIN screws and store away carefully. Your may have legal recourse against the business you purchased from. In my state dealers and auction companies are liable if the title (paperwork) is not correct.

"Adding CFM to a truck will only help at engine speeds you don't want to use."
"I found there was nothing to gain beyond 400 CFM."
