What you have doesn't sound like a stock horn. I doubt that soaking it in solvent will help much. The one I have on my 1951 can be disassembled, exposing the vibrating mechanism and allowing adjustment. You can see it in the photo of the engine compartment. The hemispherical cover on the rear comes off with a single screw, and the bell in the front then can be unbolted from the diaphragm assembly. You might be able to get an original horn from a member here. Try posting an ad in the swap meet section.
