If you look at the zoomed out picture of the speedway 12 circuit harness, you can see where the flashers are:

Instead of being part of the fuse block itself, they are on remote wires so you can mount them someplace more convenient.

As far as a USB port, I would strongly recommend putting in a cigarrete lighter and using usb chargers that plug into that. I did the integrated USB port back when all phone chargers did was supply 5VDC to the +/- pins in the port. Those quickly became obsolete as more and more of the charge circutry moved from the phone to the charger. Now that USB C is becoming the norm, they are even worse.

With a cigarrete lighter port, you can just pop in whatever the current charging technology is and go.
