It sounds like there's a crack or may be a pinhole where the spring mount is welded to the axle tube. You should be able to weld that to correct the problem, unless the crack is too long, in which case, I'd be looking at replacing the whole axle housing for safety reasons, or at least have a professional welder do the work for you.
