The material that looks like cotton is in fact cotton. If you go to shop for some (over time it absorbs humidity and rots causing some really nauseating odors), shop for cotton batting. It isn't expensive and should be replaced when you're recovering your seat. It also has a tendency to wallow out where you and the passenger sit.
