Check the voltage at the battery.
Then pull the throttle knob out a bit to increase the RPM and see if the needle moves to the plus side.
Check the voltage after you pull the knob out a bit and compare it to the reading prior to pulling it out.
This should let you know if it is charging the battery at idle or only at above idle.
