Update , per Langdon's Chevy helpful instructions ,1& 6 must be TDC , which put the crankshaft key at about the 10-11 position and the cam came right out . Hope this saves someone else the frustration I went through .

Ok 216 cam gear change
LIFTERS OUT
CAM THRUST PLATE BOLTS REMOVED (behind cam gear)
DISTRIBUTOR REMOVED
FUEL PUMP REMOVED
And yes I have a new set of Cloyes gears steel bottom gear , aluminum top gear .
Now cam is supposed to pull out and it's not .
Will try rotating the crankshaft today .
Any other thoughts on this .
