Not all of the early distributors had a spring and Bakelite pad to help keep the shaft steady. Amd I am not certain when that feature became part of the delco Rey design. Shaft wobble will definitely alter the dwell. Could also be excessively or unevenly worn lobes. It does sound like you have a distributor that may be worn beyond its service life.
