This most likely is not the problem but I have seen where a fine scratch inside the distributor cap near the rotor contact going down to the bottom was grounding out the voltage.
The engine was cold and the outside humidity high. Collected moisture in a scratch or a crack will act as a conductor to high voltage.
Didn't have another cap so I wiped the inside with a clean rag. It started up and ran.
