Those reading make some sense (not sure what the ballast resistor should drop the voltage to though). The closer you get to ground (closed points in this case), the lower the voltage will be. The start circuit bypasses the ballast resistor, so maybe that has an open circuit, meaning no voltage to the coil when cranking.
You should see close to 12V at the coil input terminal WHEN CRANKING.
