KC, I believe your're right, about the decal changing, throughout the years. The '54 Chevy COE, I just sold, still had the decal on the dash, & it had white lettering, & outlines, with a clear background(background was beige dash color). I've got a '53 Chevy 6400 parts truck, & to the best of my memory, it has a black decal,with white lettering, & the shifter lever looks like it does on the truck, not the earlier '47, & '48 style, like on the color decal.
