I just went through this with my 37. Mine was pretty nasty with charcoal like carbon when you touched it, alligator on the surface and cracks at all the joints some gaps clear back to the metal. The horn cup was pure rust and I needed to put in a new bearing in it and the horn wire. I had a steering wheel puller but the normal size bolts that came with it are huge compared to the horn S wire holes. I threaded them for #10-32 screws to no avail because they are too close together for the puller I have. Since I really needed to pull it, I gave it the what the heck shrug, how much more damaged could it get And if worse comes to worse I would have to pay through the nose for one from our vintage parts friends. Center punched and put the nut back on loosely and used a large two piece bearing just below the wheel with a rag for padding. It popped loose with no further damage. Sandpapered the surface, used 2 part body putty for the big stuff and a file. Sandpaper and Sandable primer, filled imperfections and alligatoring with spot putty, patience, sanding, re-priming, several times, spot putty and a tiny file for the detail of the lines. Ended with 320 wet sand. Ended up using rattle can Kylon fusion satin black.I liked the sheen without being gloss. to be able to spray both sides while it was wet I found a long bolt that I double nutted through the center so I could flip it onto a piece of pipe I mounted on a tripod. Sprayed one side, grabbed the bolt and flipped it on the pipe. Sprayed the second side. Several coats and wet sand in between. Screwup... wet sand it back out. patience is key.
