How many wheels are actually trying to stop? It sounds like you've got a couple of wheel cylinders corroded or gummed up, or maybe some collapsed flex lines that are keeping some of the brakes from working. Jack up wheels one at a time and see if you can turn the wheel while a helper applies the brake. Unless it's a daily driver, a lot of oddball stuff can happen to a brake system in 19 years.
