For the most part switches don't care about voltage. They care about amperage so you're correct with that assumption. If the wattage is the same, a 12v circuit will draw half the amps of a 6v. If the 12v headlights are rated a higher wattage it may make a difference but it would have to be a lot higher I would think. If I'm wrong someone will point it out.
