Those are 2-piece Lock Ring wheels, the outer bead on the front wheels is removable by deflating the tire, pushing the outer ring in and then finding the two spots on the ring that don't have the lock flange (they're 180* apart from each other) and working that non-flange area off of the rim lip. These wheels are still in serviceable.
