Thanks both; the gasket doesn't seem to be sticking, when I've tried prying from the outside it comes away but springs back (no movement though that's just the spring in the cover itself.
I'll have a look under the fender again I might not have been looking in the right area - I assume there has been water shooting up through a hole somewhere.
