Howdy folks. Hope everyone is staying safe.

Just working at getting my '49 3600 on the road, currently replacing the rotten portions of the floor.

I can't get the side cowl vent to open and can't access the screws - I am tempted to open up the kickpanel from the inside, address it, seal it up and then reweld it back in; or is there a better idea to get that cowl to open? I don't want to bend the handle or beat things up - I have been spraying in penetrating oil over the past few weeks but nothing wants to move at all. I have tried hammering and levering that handle to no avail.

I also tried gently prying on the outside but don't want to bent or dent anything.

I have no concerns about opening it up from the inside, but it's a lot of extra work, that's all.
