15 MPG is what you should be getting, given your specifications. Do your spark plugs develop black soot on them? A malfunctioning carburetor will do that. It is receiving too much fuel, most of it goes out the tailpipe unburned, greatly reducing fuel economy.
Make sure that your liter-to-gallon and kilometer-to-miles conversions are correct.
