OOPS! I forgot we're dealing with a Carter! I seem to remember Jon (Carbking) mentioning that some Carter rebuild kits have the wrong needle and seat assembly- - - - -and it can cause flooding problems. Jon doesn't accept PM's, but he does answer his phone and he shares his encyclopedic knowledge of Carter carbs willingly. Google "The Carburetor Shop" or look up some of the tech tips Jon has posted for his phone number. Just be specific with your requests- - - -Jon is a busy guy and doesn't have a lot of time to chitchat!
