There is an adjustment but more than likely those old looking cables are rusted solid. With a helper, crawl under the truck and look to see if the cables are moving in the sheaths while your helper applies and releases the parking brake. It will be evident as they move quite a bit.
I know that the locking nut in the picture is loose. It isn’t my picture but shows exactly what I am talking about.
