Mike, the whole world now knows you are a heck of a lot smarter than me on early Chevy trucks. It has 4 wheel brakes and we pulled all drums and hubs and cleaned to bare grey metal. Cleaned, checked for pits, spun, and re-packed wheel bearings. Brake shoes were new so may have to re-arch for drum fit. When it locks up the wheels on my tow truck spin but it doesn't budge. With something this radical one should be able to isolate the problem.
