Evan, are you sure it's a 2-ton truck? I always thought the 2-ton trucks were introduced in 1946.
Which model is your truck? Model LO (early 1928) has 2-wheel brakes and Model LP (late 1928) has 4-wheel brakes...both are 1-ton rated.
I couldn't find your pictures...can you add a link?
If the truck only rolls 6' with both axles out you may just be piling up a bunch of loose rust/dirt between the drum and shoes...I'd keep rocking it back and forth and see if it starts moving further each time.
