You've either got the float and needle valve assembled wrong, or the float is hanging up on something. Did you set the float level and float drop per the instruction sheet in the kit? Just installing the parts is the easy part. ALL the adjustments must be done exactly right. A carburetor float chamber works exactly like a toilet tank- - - - -the liquid level must be adjusted right and it has to stay that way.
