I know you said you checked the dimmer switch with an ohm meter. If you have a volt meter make sure when you switch from high to low there is not a slight voltage on the opposite terminal. It seems like the dimmer switch would be the only voltage source to allow what you are seeing. Only other thing would be damaged insulation on wiring.
