Pull the cable out of the housing and use some fine sandpaper on the wire running lengthwise down the cable. Shoot some brake cleaner or carb cleaner down the housing and blow it out with air pressure. Re-lube with light lube other than WD-40 which gets sticky with age. Worked like a charm on my choke and hand throttle.
