Unless you live in Canada, and Chevrolet/GMC Canada sold that heater in 1954/55st, that is not the 1954 "deluxe" Air Control heater. It is also not the Recirculating, lower-priced 1954/55st USA Chevrolet heater.
A dealer might have had it and stock, and might have installed that as optional/accessory heater.
