The foot throttle rod/linkage comes up from bottom. The hand throttle cable "wire" is coming down from carburetor, and is held in place with the small clamp (which can be moved to adjust engine idle speed). The hand throttle wire goes through what should probably be the cotter pin hole. It works as is...but is kinda sloppy.
