Well after pounding and prying nothing worked, so as a last resort I cut a small hole in the darker plate and cut off the lower star wheel adjuster and the hub let go so I now have the brake exposed. Lesson learned, if it happens again to do this, I will weld a small piece of metal deck the same size as the rubber plug to adjust the brakes and call it a day, thanks for the help, Pat.
