We used equal for a while in our 295 75 22.5 tires and it worked fine when we aired up the tires at our shop where we have a refrigerated air dryer. However, If someone aired one up on the road with moist air, the stuff would cake up and then it was really out of balance. We used balancing beads for quite a few years.
http://www.counteractbalancing.com/ . Since we switched to singles 445/50/22.5 we don't see the need for any kind of balancing. We use Michelin X Line Energy 295/75/22.5 on the steer and we don't see the need for balancing the steer tires any more either.
