Beltfed! I would have to say time and money!and lots of it.When parts are no longer avalible we must make new ones or salvage what we have in front of us. In his case he could blast the lower piece to get all of the rust out, then epoxy,followed with some fiberglass type filler this is the
less expensive route then plastic filler,putty and so forth.I personally would not recomend this way,but! just my opinion. OR fab a lower section then weld it together,after you cut away the rusted piece of course!
