I would try J B Weld. I will bond to anything dry. A rough surface dried with alcohol is best. Heat from a light accellerates drying. You can even add layers of fiberglass screen for added strength. J B Weld is a two-part epoxy that can be drilled and tapped. Wal-Mart has it.
